“Who is ‘_She-who-must-be-obeyed_’?” I asked, curiously.

The old man glanced at the bearers, and then answered, with a little smile that somehow sent my blood to my heart—

“Surely, my stranger son, thou wilt learn soon enough, if it be her pleasure to see thee at all in the flesh.”

“In the flesh?” I answered. “What may my father wish to convey?”

But the old man only laughed a dreadful laugh, and made no reply.

Reading

Billali knows something Holly does not, and he is enjoying the gap. Holly, curious and half amused, treats the strange title as a puzzle to be solved by asking, but the old man answers in riddles, dangling the possibility that a visitor might be received in some way other than "in the flesh" and refusing to explain what that could mean. What unnerves Holly is not information but manner: the little smile, the dreadful laugh, an old man treating this queen as a subject too dangerous to speak of plainly, even calling his guest "son" while withholding the one thing he wants to know.
